hotbar doesnt expand currently. it used to extend horizontally, but ea atm doesnt have it. full launch looks like its gonna have vertical expand tho, i've seen 4 rows. You have to drag a move everything in the order you want. However, you can go the the Interface tab in the settings and select what gets or don't get added to the hotbar.
