It's been in production since 2010 and by that I am also talking about the pre-production stages, setting overall strategy, direction for the dub, etc. There has been some recastings and some returnings. Scott McNeil was one of the first to return (that I heard) and they do indeed have a new Goku.
This dub was cancelled due to poor ratings, with FUNimation and Ocean moving onto Dragon Ball's more action-oriented sequel Dragon Ball Z in 1996. This dub of Dragon Ball Z, which was produced by Funimation and Saban Entertainment, only covered the first 67 episodes (which were edited down to 53) and was cancelled in 1998 once again due to poor ... What happened with Toonami in the US is the first 53 episodes were the Ocean dub. Then when you get to episode 53, Ginyu Assault that's when Funimation took over with Bruce Faulconer music. Though remember, Ocean was never a weird, quirky alternative. It is certainly an alternative, but Funimation and Ocean always used the same scripts for Z, and for DB & GT, Blue Water used scripts that were more accurate. When I watched for the first time on Toonami, it was all Ocean dub until after the Frieza Saga. It wasn't only the voices, but also the music that was was quite different. Although there's no doubt the Funimation dub is higher quality, I get a huge feeling of nostalgia when watching the Ocean dub. For that reason, I still do sometimes.
